The Pokédex is an ever-expanding directory of all Pokémon in existence. As in all other titles of the series, filling the Pokédex with complete data is the main task and ambition of every trainer in Pokémon GO. In the main game, each generation features version-exclusive Pokémon that can only be obtained by trading with owners of other editions. Pokémon Go has another type of limitation: spatial limitations.
If there are no wild kangaroos in Austria, why should it be different from Kangaskhan? At the same time, one can hardly expect that a monster named Tropius lives somewhere in cold Canada. This means that some Pokemon only exist in certain regions of the world. These are called local Pokemon.
To catch them, you will need to travel to the very location yourself or trade with someone who has visited them. During special events, these restrictions may be lifted, allowing regionally exclusive Pokémon to appear around the world for a limited time. Opportunities like this are rare. If you have ambitions to fill out your Pokédex without becoming a world traveler, don’t miss this chance.

The Scatterbug, Spewpa, and Vivillon families are special cases, as their capture mechanics take advantage of Pokémon Go’s previously useless Postcard feature. Scatterbugs do not spawn in the wild, eggs, or raids. Instead, you should pin postcards to albums to generate encounters. The origin of the postcard determines which of the many patterns of Pokémon you’ll find.
There are 18 Vivillon patterns available in Pokémon GO.
You can refer to the map below to see which patterns come from which regions. To encounter Scatterbug, you must collect three postcards from a specific area and pin them to an album. A second encounter from the same region requires 9 postcards, and a third and subsequent chance to catch a scatterbug in a particular region requires 15 postcards. You can pin 3 postcards per day. You can also unpin it immediately to save space in your album.

Scatterbug evolves into Spupa for 25 candies, but requires 100 candies to evolve into Vivillon. So if a collector wants to own every pattern of this creature, a difficult task awaits.
