Fires and dry weather near the region have left the northern Brazilian Amazon city of Porto Velho in dire conditions, with residents suffering from respiratory illnesses and the sky turning into a smoke-filled haze. At the end of August, the capital of the Amazonian state of Rondônia reached levels of fine particle pollution (PM2.5) that were 95.5 times the health limit set by the World Health Organization.
Mayoral and municipal elections will be held this weekend in Porto Velho and over 5,500 other Brazilian municipalities. With the fires in the Amazon making international headlines, you might imagine that this would be a pressing issue for the ongoing campaign in Porto Velho and elsewhere, but you would be wrong.
In the case of Mariana Carvalho, a former federal congresswoman who is currently leading the Porto Velho mayoral race, the word “fire” appears only once in her official manifesto (page 18). This is presented as part of ‘Segment VI’ of her six-point urban plan under the heading ‘Urban, Environment and Rural Development’.
As part of its 14 commitments to the region, Number 11 simply commits to “working with federal and state governments to assist in the fight against urban fires.”
Indeed, as the years go by, official manifestos have become less important for campaigns, and social media output has arguably become an important interface with voters and potential voters.
